The first rate follows the value shown by the Tax Authority. If that line cannot be read, it is calculated as net tax divided by taxable income.

How to confirm
Also review the Modelo 3 submission receipt and the annexes filed. NHR is normally associated with Annex L; foreign income may appear in Annex J. An effective tax rate of 20.00% is treated as a strong indication of NHR, but it should be confirmed in the return and annexes.
